Not yet.
However if the so-called "European Constitution" is ever rammed through (even though it has already been rejected- but the politicians will not take NO for an answer) then it well might become a dictatorship- albeit a very "soft" one.
The EuroConstipation would make the power of the Comissioners (who are not elected, BTW) practically complete, as they are the only people who are allowed to interpret this (well over 3000 page) document.
Just think- the US constitution is 3-4 pages long, and they are arguing over what it means for the last 200 years. EU constitution is 3000 pages long...
Mind you, I am quite happy with the idea of a united europe, but not a europe where every breath and thought is regulated by a dozen EU laws. We now have steel quotas, coal quotas and even laws on the size of bananas and how much milk can a cow produce! At the same time imports from China are flowing in without any check. Way to run an economy.

To sum up- no we're not a dictatorship. Yet.

Have you heard of education. Europe is a continent, NOT a country. It does not have a single leader, but many, - 1 for each country, in fact.
Whilst there is a European Union, which on certain matters has powers over the behaviour of individual governments, it does not replace them, nor are all European countries membre states of the EU, and even some who are, have their own currency rather than the Ecu.
