The easiest is National Express coach. Routes JL797, JL717 and JL727 all run from Heathrow to Stansted. They take between 1:20 and 1hour 40 minutes depending on the route. The single fare for all of them is £20.50
OR you can go by train.
Picadilly Line underground to Finsbury Park
Walk across the platform
Victoria Line to Tottenham Hale
Stansted Express to Stansted
Time - Underground 1:10 plus Stansted Express 35 minutes
Fare - Underground £4 plus Stansted Express £14.50

Slightly cheaper, but a lot more hassle

The easiest and cheapest way is to take the Piccadilly Line from Heathrow all the way to Holborn in Central London. Change there for the Central Line, and hop off at Liverpool Street. Then take the Stansted Express (25 GBP) to Stansted Airport. Allow at least two hours... not a fast route, but definitely cheap with few changes to drag luggage around.

No. They are two separate airports. Heathrow is the big international airport. City is a small airport located in the Docklands.
