I think most leagues have that rule, but get around it by having most players of that nation on the second 11 or reserves. But if enforced better, it may very well cut down on all the diving that takes place. English football players. managers, owners and fans have voiced concerns on this in the past.

Ive been saying that for years. Especially when a swede was running the england side. But football is so much about money and winning that real issues go by the way side. On the other hand i only watched the world cup and have no time for the premiership. Sitting through the same sport week after week gets a little bit old. Football is a brilliant game, but i cannot stand the people that play and manage it. Arrogance and lack of education seem to be the key to make a great footballer. Rugby is still a team based sport but the materialism and arrogance just dosen't exist. Why is this? Maybe the fewer english footballers there are the better.

Its a good idea, however i can't see it working i think that it will take away from the quality of the english players.
English players were renowed for a lack of technique something that has improved all the while since the premiership inceptance.
Besides your question says that english players aren't up to the same standard as the rest of europe or italy. thats not true either at least 60 or 70% of the england team from the world cup had won major honours recently, and if clubs could afford them would go straight into many first teams, so really your argument is flawed.
However your point is that england aren't up to the job as a national side which is true but it has a hell of a lot to do with the stupid amount of games that we play in england, the lack of winter break. By the time our players made it to the world cup many of them had played upwards of 50 games and hadn't had a break for nearly a year. and i haven't started to talk about how poor the mangement of england has been in the last 4 years.
In my opinion grass roots football is at its strongest and largely that is the result of the premiership, i understand the reasoning behind your statement but it just isn't true.

Money makes the world go around. Football players are paid much more in Premiership than in Serie A. But that's why English league is stronger than Italian one. Just think about that cap you're talking about - Premiership would lose quality, and after that sponsors, interest... Chelsea and Arsenal wouldn't exist at all :-) And let's face the truth, England as a nation have a serious lack of young, talented players. Youngsters have great motivation, phisical attributes and willingnes, but technique... Lack of technique is what you can see in every world cup, and there are no strangers in England national team. 'Cause talented player is talented no matter what, and you can't take it from him. Maybe you need to work harder and smarter with the new generations, and maybe you don't need foreign players as much as foreign coaches and managers. Ask yourself, why there are no english players in other EU leagues, if they are so talented and not allowed to play in England? Or put that cap and prepare to watch the most boring league in EU.
There are too many foreign players in NBA, Americans say. Yeah baby, money really makes the world go around!

I believe that a cap on the amount of Players from the home country should be brought in place either by UEFA or by FIFA I dont think the FA would be strong enough to bring this into play.
They should also put a cap on the age of Players for example at least 5 of the first team squad must be English and under 21 so that teams are obliged to invest in their youth schemes.

uefa are useless. William Gallaird who rekons liverpool are tehe worst fans in europe wants to wake up and actually realise what football really means to the fan. You had a stadium capacity of 67000 for a champions league final, and wembley sold out for the play offs. Fans who follow their team aruond europe every season have the right to be at that final. How many arrests were in Istanbul? Officialy none. About liverpool and english fans what about the roma fans and italian police in the champions league when man u went to rome. Im a liverpool fan and i think english teams are the best supported teams in the world. The fans make the game what it is and they have the right to support their team wherever they're playing.

There shouldn't be a cap. If you had a cap on the number of foreign players a team fielded then you would have rubbish games. Can you image Arsenal playing Man Utd with just 3 internationals in their team. Arsenal would lose near enough all of their team.
There are some clubs who have not got enough british youngsters in their teams (such as liverpool, chelsea, arsenal) but there are others such as Man Utd who encourage the use of British players. But just because you are brithis you can't be expected to play in the first team - they all hove to go through the youth team first. But in Europe and USA by the time kids turs in to teenagers (15/16) they are already playing for their local first teams. So by the time they are 19 they are as good as some of the worlds best players

If your national team is going to improve, restrict foreign imports, accept that you will need to lower expectations for a few years, plough money into grass roots football, and wait for natural progression to run its course.
Up here in Scotland we have a similar problem in that the old-firm buy in these 2nd rate imports, which stunts the growth of football at a lower level, restricts the volume of talent coming through, hence we end up with such a piss-poor national team. And i'm certain you don't want to end up like us.

And people wonder why we never win world cups, because are english players are playing proper league football against good players. But yes there hould be a limit on how many foreign players are in a team.

i dont think there should be a cap coz what has made the premiership the best in he wolrd so far is the fact that it has been able to attract players from all continents hence the abundance of quality otherwise if ther is a cap, i think there will be a drop in quality, not saying there are no good english players but i am sayong there are also good foreign players, imagine a league without thiery henry, drogba, ronaldo, saha, van der sar, lehman, cech, cahill, eboue and all those foreign players.its what makes it excitign and marketable to the world too.
