Photoshop is a commercial application so all you'd be able to legally download is a trial from Adobe's website http://www.adobe.com You can also look at getting Photoshop Elements which is normally only about $100. Lastly, check out GIMP at http://www.gimp.org/windows which is a near Photoshop equivalent but won't cost you a dime.

You cant get Photoshop for free in US and any Western country.
and It's illegal, I'm sorry.
But You can Get Free Photo Software From Google
Try Picasa, which is 100% free, easy to use.
A free software download from Google.
Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organised by date with folder names you will recognise. You can drag and drop to arrange your albums and make labels to create new groups. Picasa makes sure your pictures are always organised.
Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures – you can email, print photos home, make gift CDs, and even post pictures on your own blog.

Go to www.softpedia.com and on the top of the screen there are options like games and that stuff. Pick what kind of OS your using for example Mac or Windows on the top of the screen where it says games, mac, windows, linux etc. and once youv'e done that there will be a search bar and look for photoshop and there will be the software your looking for and other realated software. Be careful though check on the side of items because some cost money.

you can download photoshop cs2 from adobe's website, but that is only a 30 day free trial, if you want the full version you need a product key which only comes when you buy it
go down to photoshop cs2 then click try it

Try Paint.NET instead. It's free, legal, and I've heard good things about it.
