I assume you're speaking of the House Mouse, the common pet-store mouse. The average is about 8-10 -- the latter figure being the maximum the mother can nurse at once.

My pet mouse Brownie (I know, creative name...) had 16, and successfully raised 15 of them. She literally could not get the feet on both sides of her body to touch the ground at once the day before she delivered. She just sort of rolled along, pushing alternately with left and right legs.
