yes you do. you need to be licensed and certified in water quality through your health department and then you need to get a business license through the county and the state for tax purposes. If you were to come to my house to test my water and you are not certified or even licensed I wouldnt let you treat anything in my home.

You'll also be buying (for resale, get a resale license from the State Board of Equalization) and transporting and storing chemicals, so you'll need an account with the state EPA, and probably the county EPA people will want you to pay them a fee, too. As usual.

Call your county tax collectors office and they will have the requirements you are needing. Likely all you need to start is an occupational license. But check with them first. Good luck man. :)
