Yes, all cellphones will dial 911 regardless of the age of the phone. It is programmed into the network for each carrier.

yes you can. That is why there are donations of old cell phones to groups like battered women shelters. They only need the power on to work and dial 911

yes they can dial 911 for emergncies with no contract service its required of all phones everywhere under US federal law

yes, i should think they all must, if my phone plays up, not very often, it says "emergency only", mine is vodaphone
