It has to be one of two things the stainless is wearing thin. Most people do not realize it is a plating and like all things the more expensive are thicker coated, however in any case it could be wearing thin. The second is the water have you had it tested? I would as regardless of were you are it would nice to know what you are drinking. As to your question it could have an abundance of something that increases rust. I know I said two reasons but I just thought of a third. That being whatever you are using as a dishwasher powder it could accelerate the rusting. Stainless steel rusting is usually the result of allowing the stainless steel to remain too long in the hot steamy atmosphere of the dishwasher or silver cutlery touching stainless steel in the appliance. Opening the door of the dishwasher early in the drying cycle will minimise the risk of rusting

3 years is a very, very long time to leave your cutlery in the dishwasher.
It is a proven fact that there are only 2 ways to avoid the problem of cutlery going rusty in a dishwasher:
The first way is to use plastic cutlery;
The other way is to sell the dishwasher and hire a butler !

I was at a place temporarily that had a dishwasher. After the cycle was complete, there would be rust spots in the bottom of coffee cups! Kind of like speckles and difficult to remove. I wondered what caused that.

I bought cutlery a few years ago and it advised not to use dishwasher soap with lemon in it, that it would rust it. Did you recently switch soaps?

Try topping up the rinse aid in your dish washer as cutlery is obviously not being dried properly, also be more careful when stacking.

i read somewhere that if you put silverware & stainless steel in the dishwasher at the same time, the stainless will rust
