Not even close.
Denver, in the Colorado Rocky Mountains is.

Mount Davis is 3,213 ' high and is the highest point in PA.

No way! That's mile. There is no town on the east coast that high. At the highest point, I think 400ft. Most of the town is a few feet above Sea level.

Most of Philadelphia is just a little above sea level. Jackson St. @ the Delaware river is ~15 ft. above sea level.
