Marx (conflict) would probably say that binge drinking is one of the ways that the bourgeoise make sure that the proletariat stay subordinate and continue to show up for work - people work, get paid, spend all their money drinking, and have to keep working in order to make more money... the cycle continues, and the bourgeoise maintain control of the means of production, while the proletariat are left with no option but to continue producing in order to survive. Binge drinking helps to keep the capitalist machine working.
As far as the functionalist theory, think about how binge drinking contributes to society (it must contribute somehow if every part exists to make the larger society function as a whole...). Fuctionalists might say that binge drinking helps to advance society by weeding out the dumber, slower people (much like natural selection works in nature) - most people live their lives and contribute to society without much trouble.... binge drinkers may contribute, but they can cause more harm by binge drinking and fighting, commiting other crimes, etc... and these are the ones who are weeded out. The dumber, more useless members of society drink themselves stupid and drive their cars off cliffs, slash each other's throats with broken bottles, etc... leaving more smarter, useful members of society to make sure that it continues to grow and function...
