Oh my. You've received some bad advice. Let me try to clear it up.

You must not have planted this tree since you seem not to know what to expect. It could be a variety of small pear like Sekel, very tasty but tiny. Pears should be picked while still firm and allowed to ripen at room temperature for a week or two. Try that and see what happens. I can't think of another explanation since it is rather late in the year. Oddly, my pears did the same thing this year...and no, there is nothing more you can do to hurry them along.

Do NOT prune the tree now. Wait until winter when it is dormant. Get a how-to book from your county agent or hire someone who knows what he is doing. And do NOT water your tree! Fruit trees resent damp soil. Your tree is established and needs no further help from you. Other than pruning it periodically and removing suckers, don't interfere. Hope you get some edible pears this year!

Pick some or maybe even a lot of the small pears off of the tree then the tree can concentrate its food on only some of the pears instead of all of the pears.

yea, little late this year. This week, I would prune the tree back. Clean it up - cut all dead branches off, cut the top off it and trim live branches back/ Then before the rain starts falling next spring. Fertilize it.... and water her throughtout the entire growing season

Everything keepsondancing said is wrong. People always seem to want to tell you what season to prune, but many experts are now saying you can prune a tree anytime. A tree really does not know the difference. As far as watering, water moderatly. Trees love water that is what makes them grow.
