Children have a way of seeing right through you. They can spot someone who is not sincere. Arthur Dimmesdale's whole life is a lie, and he is afraid that the children will give him away. Pearl is his own flesh and blood and the connection between them is unmistakable -- he is more afraid of her reaction to him than anyone else. He knows that she will see the despair of his soul and the love that he still has for her mother.

I'm not sure about the characters names, but if Arthur is the minister he is uncomfortable because he is the father of Pearl.

Because he is aware of the fact that Pearl is his offspring and he is afraid of being seen around her and being suspecting that he may be Hester's partner in her sin. This is the main reason why he grabs his bosom when he sees them, because it is a stigma of his secret sin.
