Seals evolved from some terrestrial animal because anatomical analysis shows a 5-digit fin. It probably evolved from a bear or otter-like creature. Many mammals spend the majority of their time in the ocean, and when feeding is more successful in the ocean than on land, aquatic adaptations derive.

Pinnipeds emerged in the late oligocene (about 25 million years ago) from a carnivore ancestor, specifically a Arctoid carnivore. This is the same ancestor that gave rise to canines and felines. The canine lineage then split to form the canids and arctoids, which then gave rise to pinnipeds, bears, weasels and raccoons. The oldest known pinniped is Enaliarctos whose skeleton was found in Oregon and dated to around 23 million years old. So, in short, seals evolved from a land carnivore related to weasels, bears, and raccons.
