You can search the internet for someone's details as long as you do so through a legal site.

It's not illegal to find any information, it's only illegal to abuse it, but if you know the person and he doesn't mind you using the number then it wouldn't be abusing it.

it is not illegal.
it is illegal when the person says that they've withdrawn their phone number from search facilities (like 192.com) - 192 are responsible and the person should contact them.

If you can find it, it`s not illegal. If he doesn`t want his phone number to be known, you won`t be able to access it anywhere.
