when iraq was fighting the war with iran we considered iraq an "ally" and armed saddam to the teeth so when iraq commited acts of genocide are we also as guilty

Not necessarily. That would be like a hunting store selling a gun to a guy who has a permit being responsible for him shooting someone. We are pretty stupid though.

No...we didn't give Saddam Hussein weapons to destroy his own people. That was his decision. If Target sells you a butcher's knife and you use it to stab someone to death, Target is not an accessory to murder.
