No he cannot. After FDRs death in 1945. The house and Senate passed a amendment limiting the time a person can be president. 8 Years if elected or 10 Years if the person was a vice president and the president died two years into the term and then the person ran for election.

It all depends on what American constitution say about this matter. I think that the constitution allows anyone to serve 2 terms only. And in that case, Clinton has no chance of running again, except if the the constitution is reviewed, and amended.
