I really like Palomino. It has a great ambience, friendly service and awesome food, and with view of the Bay Bridge and the ocean at night, it is very romantic. The price per meal ranges from 15 dollars - 30 dollars. I would recommend the Bread with the dip (sorry I forgot what's it called exactly) for appetizer, and then the Paella for main dish, finish it off with the bread pudding for dessert. The appetizer of bread with dip is very very popular, so is the crabcakes.
Second option will be Crustacean on California St. No view, but dimlight so very romantic. Price is slightly more expensive. The famous dishes there are the crab puffs for appetizer, the crab itself for main course, and the garlic noodles (they are soo good, and you can have that as the side dish to go with the crab). Price is about 10-15% higher than Palomino and it is more upscale.

try Palomino's near the bay bridge and Embarcadero.
there's quite a few little places in that area, if you walk north about 2-3 blocks. Boulevards and Ozumo

One of the best restaurants in the world is Chez Panisse in Berkeley. I highly recommend it! It isn't exactly cheap, but it is so unbelievably unique and delicious that it is really a bargain (especially considering that everything in SF is pretty expensive, anyway). Also, they have a "cafe" upstairs that is more affordable than the more formal downstairs dining room.
The atmosphere is cozy and intimate, perfect for a special occasion. Here is their website: http://www.chezpanisse.com/
Be sure to make reservations in advance.
Happy anniversary! :0)
