Safe mode is a boot option in Windows to load the system with minimal options. To boot in safe mode, just press F8 repeatedly just before the first Windows logo appears on start-up.

As for reboot and restart, they are considered synonyms here.

Rebbot and restart is the same thing. Sometimes you will have to use safe mode to remove a virus. This is how to use safe mode step by step.

For Windows XP

If the computer is running it is best to shut down Windows and then turn off the power.

Begin by first clicking on the Start Button and then click on Turn Off Computer.

Now click on the Turn Off red colored icon to shut down your computer system.

It is best to wait between 15 to 30 seconds before you turn your system back on.

Turn on your computer and start tapping the F8 key on your keyboard.

Some Computers may display a keyboard error message if you begin tapping F8 too quickly.

Restart your computer again and begin tapping the F8 key a brief second or two later.

When the Windows Advanced Options Menu appears, Choose the Safe Mode option and hit Enter.

Windows will now boot your computer up in Safe Mode.

Safe Mode don't run all ur apps and it very fast and easy delete some stuff when they don't delete in regular boot. Safe Mode is design to fix winodws when some apps and programs don't respond in regular boot. Regular Mode is like a blender with sharp knifes if u put ur hand in there to get something out(delete) ur hands will get cut but if u have rubber blades(safe mode) u can take out stuff u don't w/out hurting your self(hard drive, pc, etc). I know the analoge is dump but if u look at it's easier to understand.

Safe mode is a restricted set of permissions/settings that will allow you to get your machine to start up in limited functionality mode so you can get in and fix whatever bigger problem is affecting it.

Reboot and Restart mean the same thing.

Safe mode doesn't load any your startup applications. This makes yoru computer run faster, because all the little icons by our clock are programs running in the background. Reboot and restart are the same thing

in safe mode only vital processes are running so safer to make changes to your system, no difference between reboot and restart

it means to restart the computer and tap the f8 key as its coming on until you get the screen to select safe mode
