Go to this site and download windowwasher and then drag that icon to the recycle bin then run your window washer right click on the recycle bin and it will shred this icon and wash it with bleach and it will not bother you again

Give up using Windows, and install Linux on your computer. Linux is immune to all viruses, malware, spyware and adware.
Go to www.distrowatch.com to find out how to get all the popular flavors of Linux...
...then do an image search for Linux screen grabs on Google.

try running the pc in safe mode and delete it there. when windows is booting start tapping f8 then pic safe when it loads go to ur account where the file is then delete it .

Drag it into your garbage box. than open your garbage box and delete it by emptying your garbage box!
