Yes it is. I've been up there once on the M/V Creole Rolanette with 2 regulation size barges (195x35) as a steersman. Our total length was about 445x35. We turned north in Morgan City, went up the Atchafalaya River to a junction. Possibly 3 River Junction? It's been several years, so I'm not 100% of the name, but went up the Red, through the 5 locks to Kirby Terminal in Shreveport. Lots of dikes and revetments, and the current was strong the whole way up. We had to stay under the points and ride slack water all the way up to make any time. Make sure you have a chart and if possible, someone very familar with the River. I heard lots of horror stories about dropped rudders and rubbing bottom on rocks.

I not know for sure, will look and see what I find. I not sure the Red river has any dams, but, if it does they may have locks for boat to pass through. I going to say for now you can do it.
The link below seems to say you can. I not read it all, but, I saw the mention of 5 locks.
