What i usually do is...
I first put a bit of eyeliner on the top lid.
cover the rest of the eyelid with a brown/copper-like color.
Above the eyelid put gold shimmering eyeshadow to enhance the lid.
So as not to completely use to much makeup, instead putting eyeliner under the whole eye, only use just a touch, it will still accent your eyes, and give you the dramatic look.

for your eyes to look satnd out,try this:
eyeliner: eyeliner helps the eyes get more attention, by just putting eyeliner ,it helps make your face looks natural, start ,by getting pencil liner, and line it close to your lashes, make sure the line is a quarter away from the end of your lashes(like one side is eyelined ,and the other is not, that is how it supposed to look) then take the eyeliner, and go over the pencil liner, and you can go over the "no eyeliner part half" now,it supposed to look like you have eyliner, close to your eyelashes and if you want to look very good, use the pecil liner,in thin size when starting by your lashes by your inner eye, then get thicker while going further.
eyeshadow:use the tone of eyeshadow that matches oyur skin tone, i love when there is a think line of brown when i close my eyes, and when i open my,eye the color shows a bit,to look natural,(i would pick brown, for starters)
mascara:it one thing that pops the small eyes, i would only do bottem, because you have so much on the upper eye ,give the bottem eyes dramitic look.

Switch your eyeliner to a chocolate brown - it looks much better than the black liner. It's not so harsh and will really draw the blue out of your eyes.

I have blue eyes too and I recently started using white eyeliner (I think it's by Rimmel) just inside the lower lash line... does that make sense? It makes my eyes stand out way more... it's great. And I always curl my lashes.

if you want to make yours eyes look bigger go to:
http://www.seventeen.com/beauty/secrets/topics/0,,699788,00.html
or you can make your eyes sparkle by adding a little shimmer in the center of each eyelid. so it catches the light when you blink, making your lids glimmer.
