Hopefully, you have not tried anything yet! First, take it to a reputable Dry Cleaner. They have people trained in how to remove all kinds of stains out of all sorts of materials. A good Dry Cleaning professional will tell you whether it is worth bothering with or not. Cotton is a material derived from plants while marker ink is derived most likely from a mixture of plant and chemical elements.
In dealing with most clothing materials and ink/marker stains, all you do is cause the stains to bleed, transfering the stain all over the material and make matters much worse. You will not find some over-the-counter product that will totally remove the stain from a marker.
If the garment is a favorite sweater, you may be able to find someone who can re-weave the affected area at an exorbitantly high price.
I have had some limited success with a dry-cleaning chemical dip in hot water but, if there are any other colors in the material, they go the way of the stain........OUT!
Most times, it means you will have to use that particular garment as a "paint shirt" or just throw it out and replace it.
