Windows 98 Doesn't have the best usb drivers, as a matter of fact the usb drivers that you can use with 98 (doesn't matter that its SE or not) are just barely supported so the tray icon issue is not an issue. Unplugging external hardware that is connected via usb doesn't really matter if you selected to "eject" it from the pc first, it just simply doesn't matter. If you are getting a screen that pops up saying that you have "unsafely" disconnected the hardware from the system its because Windows 98 figures everything has to stay connected to it or it doesn't work, and all the commands built into it (as I'm sure you know by now) require that any changes you make to the computer require a restart, so even if you could get the icon to pop up to "eject it" then surely the operating system would prompt you to reboot in order for the changes to take effect.

Bottom line, its 2006, 8 years after Windows 98 came out and 3 Windows operating system later (I'm not considering ME cause it wasn't really anything new) and you refuse to move on.
GET UPGRADED and all will be okay in the world
