First thing is to get a bigger tank. Both of these fish will get too big for a 20 gallon tank. Then set up places to hide and break up the landscape of the tank. How big are the blood parrots in relation to the pacu? They will set up territory, hence the need for a bigger tank and landscaping. I would put some rock caves and artificial driftwood in to give them something to hide behind and set up boundaries for their own space. Get a 75 gallon tank or larger if you can, the bigger the better.

Pacu are related to pirahnas. Though they are vegetarian, they can be quite aggressive. BTW pacus grow up to 3 FEET in length. You'd need one huge tank to house a full grown pacu. And it will grow despite it's small quarters now.

Blood parrots will also need a larger tank in the future but they get no where near as large as the pacu.

You either need to get another tank or get rid of the fish you have and find fish that will be able to live comfortably in a 20 gallon for life.

First off you need to look for a bigger tank(50 gal or bigger) Pacu's get as big as dinner plates and blood parrot get atleast 6 inches each. Blood parrots are very shy fish and like to hide, it's just their nature. They may get use to you soon come out of the corner. You can try offering them a varitiy of foods to try to entice them out, like freeze dried blood worm, krill, brine shrimp ect.

Get rid of the pacus, they shouldn't be sold for aquariums anyway they grow way too large. And get rid of one of the BP's or get at least a 40 gallon tank for the 2 of them.
