Unless these guys are actually lesbian bois, or you are a t-girl (M2F tranny), I'm not sure why you are asking this in the LGBT section.
As to your question, the answer is that you DON'T tell him that you "LOVE" him, since you actually only "LIKE" him. THAT is the message you want to send.

As for the one that likes you, a simple but straightforward "thanks I'm flattered, but I'm sorry, I'm not into you in that way" should suffice.

im not sure of your situation is with him. do you go to school with him? or do you know him from work? either way, its tough to say being that i dont know if you already have a friendship/relationship with him.
i think it would be best to ask him to hang out a few times at the mall, movies, whatever. Then just be honest with him. Ask him what he thinks about you, and if he enjoys being with you.
