I collect city pictures and was wondering the best location to see the city. Either from the air (building) or from the ground level.

Unfortunately, Vancouver is usually, rainy (misty) or has a haze from air conditions that make taking a real good picture, difficult.

The few real clear days a good picture can be obtained from the north shore mountains, Grouse or Seymour. But the pictures have to be taken in the early morning , as the air is clearest and looking south, the Sun will not interfere with the picture.

But a smart person, would buy one of the many fantastic commercial postcards available at tourist shops. either put then in your hard collection, or scan them into your digital collection.

Grouse Mountain, If you are looking for something high. Goes a Mile up, very panoramic views of the city. Definitely some crazy views, did it a couple of years back and got some great pics. You can take awesome pics anywhere in Vancouver though. Stanley Park as mentioned above is a good choice to you can see the bridge from there and monster trees that cars can drive through. Gastown is REALLY REALLY nice too, can get a pic of the steam clock, the cobble streets, not too mention there is a lot to do there for the day. Well good luck with your photos, have fun.

You won't be able to get a picture of the whole city unless you take it from an airplane, but you can get a good view of most of it from either Grouse Mountain (take the chairlift to the top of the mountain) or Simon Fraser University, which sits on top of Burnaby Mountain.
November is usually rainy, but from the end of May to the end of October, there were only five rainy days. The rest was all sunshine. So there are lots of good days to get pictures.

sounds like an interesting hobby! Have you visited all the cities you have photographs for?

I would suggest from north vancouver toward to downtown vancouver. that way you can take pics of lions gate bridge, harbour side, waterfront area. just like postcard. also stanley park is great place if you want those view eye level. you can walk whole park one day you will find nice spots!
