Computers restart due to two things.
Hardware that is defective.
Software that is defective.
My bet is that you will discover which it is when you boot from a boot floppy or a live CDrom. http://bootdisk.com has all the boot floppies. If you want to boot from CDrom, get http://ultimatebootcd.com
If you want a full Graphical User Interface system, that is similar to what Microsoft runs on their 45,000 Linux computers that run Microsoft.com, Hotmail.com, and MSN.com then get this FREE LiveCDrom http://pclinuxos.com
If it is hardware, the simplest boot up will be interrupted.
If it is due to the normally 'very crappy' Microsoft, your live CDrom will boot up fully, and work well!
If you booted the PCLinuxOS LiveCDrom, you simply click on the "Install" icon to wipe the hard drive of all the malignant virus ware!

d-man! A lot of things can cause you computer to do this. A little more information would make it less of a guessing game. For example are you using a PC or a MAC? What operating system do you have? At what point does your machine reboot? Do you get any error messages? Does it give you a bootup menu after the first time? Did you install anything before this started happening? Do you have an AntiVirus software? Is the AV installed and up to date?
A lot of the answers above require you to have a working computer! If you have another machine in the house then it will be easier.
Here are a couple of simple items you can try if you are using a PC with Windows XP on it.
When it boots it the F8 key to get a boot menu, choose "Last good know configuration." This should revert you back to before any changes/installs that could have affected your computer. If this does not work, then try (from the same menu) to into safe mode. Once there run your antivirus. If nothing is found or you cannot get into safe mode, then you will need your Windows CD to do a repair. If you get to this point get a friend who knows how to do it, offer a meal in exchange for the fix and watch them do it!

It seems that it has got some virus. Try to run anti-virus program if you have one. If not, you will have to restore the windows (that will change back to the settings that were just left by the manufacturer.) Have you got the Windows installation CD that came with your computer when you first bought it?

start it up in safe mode. this can usually be done by holding either f2, f4, f6, or f12 after you first restart it. It is probably a problem with windows, but i really can't help you any further since i know nothing about your computer.

This could be either a hardware problem, your BIOS settings, or your operating system.. boot it up with a rescue disc

look for spyware., un-install that..
check if the fan.. is stopping.. or something is not working with hardware..
run anti virus.. completely. remove the last installed software one after other and check for stable operation.
