First learn HTML code.
As far where on the computer to design pages, you may use notepad for all of your html design.
Or you can find an HTML editor that is free. Nvu is a good HTML editor and it is free.

To upload your pages.
Find a webserver that will host your pages. There are free ones available, but alot of times they will have banner ads on your site.
You can pay for a web host and have no banners on your site, but I would recommend at the beginning to find a free one.

Next when you have designed your page, you will need to upload the pages to your webserver. You will be using an FTP program for this. Search the Internet for a free FTP program. Sometimes, your webserver will have a page to allow you to simply upload your pages from your computer to their server without having to use FTP.

Finally the last step.
View your webpage with different browsers such as Internet Explorer, and Mozilla. Make sure your page looks good in both browsers. Make any corrections as needed.

There are many professional programs that cost a lot of money like Dreamweaver and Front Page. These are for creating whole webSITES. BUT - Many word processing programs like MS Word can save in HTML format, so you can in theory use these to design a simple page or two, with very little knowledge of web design.

To "post to the internet", you need 3 things:

1- a domain name (www.YourDomainName.com) or a virtual domain (if your ISP gives you a free homepage).
2- A hosting site (included with ISP account).
3- A file transfer program (usually FTP - File Transfer Protocol) is needed to transfer the HTML file to the host and is usually provided by the hosting site, as well as detailed instructions and help.

So - design it in word (can also use free openoffice - link below) and save it to your disk. Transfer it to your hosting site using FTP program.
