depends on how you define cheap...
aeropostale, american eagle, delias, alloy, hollister- have stuff cheap on sale
wet seal, H&M, urban outfitters, forever 21- have stuff cheap, but not good quality
loehmanns, nordstrom rack, filenes basement- discount store

I'm your age too and I can't find anything cheap and that looks good. I usually go to aeorpostale and Old Navy to buy stuff that's not on clearence. I also go to Charoltte Russe and Rue 21 because the have tons of stuff on the clearence. I don't ususally by the first thing i c I'll look through all the stores then by the cheapest one.

JcPenny, when they have there green tag sales. I bought a $49 South Pole jacket for $8.00. How is that for a sale? Name brand clothing was cheap as dirt including the jeans. I love to shop.

$2 hundred tops. No mall determining to purchase, in basic terms marshalls, old military, and so on. more effective importantly getting accross the necessary lesson that Abercrombie and Hollister are overrated overpriced products of cloth with promotion campaigns designed with the only purpose of extracting money out of your pocket and they might want to not be stupid adequate to fall for it - its a important existence lesson.

Kohl's for me, depends on your body type. I'm short and i can't find anything that looks good in old navy, but Kohl's and Macy's are good stores. Macy's can be high in prices though, but they should have sales coming up since its almost christmas.
