The kids are right it was Kleenex boxes because of his fear of germs......what they missed is that is a reference to the late billionaire Howard Hughes who was afraid of germs and was rumored to wear tissue boxes.

Melman, bless him, wore tissue boxes on his feet as he had an irrational fear of catching germs and diseases. (he's a hypochondriac) I love that film!
