if he smiles and looks at you nicely while saying it, then he means he loves you and wants to get more serious. On the other hand it can mean nothing at all, just something he always does to women to keep them in jeopardy.
if he is sad when he's saying it, then it could mean the end of the relationship is close, or, he does'nt dare to speak his mind, being scared that he might say too much and loose you...
so, either way, hard to really know...
