Run them under a hot tap, the outer one should expand just slightly faster the the inner. Make sure the tap is running hot to start with.

Try to get water into the bottom one. The pressure of the rising water pushes the top one up and out.

Failing that - apply a bit of physics - put iced water inside the inner one to help it contract, and put the whole thing in hot water to help the outer one expand and....BINGO

put ice with a lot of water in to top one. Now fill the sink with hot water and temporarily submerge the group in and that's it.

warm them both up, then tap the side (middle) of the them on the side board or edge of a wood table, ( not the corner) if you wnat do this in a tea towel for saftey.
