Due to the patriot act, you cannot open a bank account without a legal picture id.
When I opened an account for my ten year old daughter. They allowed me to use her birth certificate, picture student i.d. and I had to show my drivers license and go on the account with her.
I know it's frustrating, but it is the law. It's not the banks fault.

Can't you get a state ID card? My little sister got one at your age so she could open an account. Ask your mom to check your local Drivers Liscense Bureau.

Talk to the bank manager. But, I'm sure it's for security reasons, and for identification purposes. Where would a 14 year old get I.D.?
