Who do you go to in an Amish community if one of their members owes you money.?

There is an Amish person who owes me money and I would just like to find out how to get him to pay me back.

You should find out who is the bishop of their "district" (local congregation) and contact him. From what I understand, the bishop has a lot of authority and will reprove an individual if he disagrees with their actions.
