it is scrapted but still have some really stuck and afraid it will peel or bubble after we repaint

the best way is to use a sand blaster but there is a lot of drawbacks it's dirty u have to use face and respitory protection cost ect.
try a heat gun it's a lot like a hair dryer only hotter and a metal spatula or scraper you should be able to pick them up in any hardware store also will need some leather gloves
u could also use paint stripper but has the same drawbacks as the sand blaster

I agree with above! Pressure washer sounds like your best bet
