my step-sister told me that it's all fat until u get pregnant, then u get breast milk.But my friend told me that it has always been breast milk

Your breasts are made of fat, skin, muscle and milk ducts, and other assorted things (like tubes to connect your milk ducts to your nipple, blood vessles, lymph nodes, etc)

In fact a male breast is made up of the same thing.

Male and female babies can be born lactating because they are exposed to their moms hormones.

So you do not have breastmilk in your breasts but you are capable of making it if your hormones tell you to.

Your breasts are made up mostly of fat but you have milk glands what will enlarge when you're pregnant. So it's both. If you gain weight without being pregnant, you will probably get more fat in the breasts.

1.) Adipose tissue (fat)
2.) Connective tissue
3.) Mammary glands (modified sweat glands)

There is some truth to what your step sister said. The mammary glands remain under developed until pregnancy.

Breast are fat. Even if you get pregnant they are still fat. The swelling is from them preparing to hold milk.

breast tissue is a glandular tissue plus some fat (depends on how fat you are) after puberty the glandular part will be more developed specially after pregnancy and will make milk just after child birth

It's just alot of fatty tissue, then when your preg, the fatty tissue is still there, along with milk sacks.
