my cusins trying to sell her cell phone but she hasnt piad the bil. is that illegal to do?

Not illegal, but if she has not paid the bill and the service is cut off, the companie probably will not let the new owner activate it until the bill is paid in full.

Its not the telephone that the bill is associated with its the telephone number. She can't sell her telephone number since the cell company has that number registered to her. So then she would be incurring all of the charges that she hasn't paid in addition to whatever the new person charges. The cell phone itself is already paid for otherwise the store wouldn't have given it to her. If she wants out of her cell plan early, that'll be a penalty as well.

If it has a sim card no, and if its not under a two year contract no, but if it is, she will have pay the retail of the phone $249-349, and $175 for the early termination fee, and it WILL be on her credit history and that will bring your credit score down and you wont be able to have another cell phone from that company for a very very long time.

No, it's not illegal. She owns the phone and will pay for it, one way or another. The person who buys it may have trouble getting it unlocked if they need to do that. It would be best to sell it to someone who uses the same carrier.
