Restart your computer in safe mode (press F8 just before the Windows logo appears on startup), install the antispyware you just downloaded and run a scan with it.

It is adware. Did you try to delete it in add/remove programs? You can get there from going to "My Computer" then "Control Panel" Add/remove programs.
There are different spyware/adware programs you can purchase to help clean up your computer and block them in the future.
