My apartment is freezing cold, and I hope it's because I'm not using my radiator correctly. There's a valve on the side that one "opens," meaning that one turns is to open it and turns it to close it. My question is: should the valve be opened or closed in order to heat my apartment?

Opened. Radiaters work by moving hot water through the tubes of the radiater which give off the heat into the room. If it gets too hot with it open fully, you may be able to turn it closer to 'closed' to get a reasonable temp, rather than just having to turn it completely off and then on again when it gets too cold.

Opening the valve will allow the hot water to flow through. Why not just ask the landlord or maintenance guy about it. Most raditors arent turned off at the radiatore end but at the boiler end in the summer so no hot water runs to any raditors.

open lets the steam thru the radiator...thus, Heat

Open should do it, so long as the furnace (boiler) is on.
