The tenth question was more of a "except the question or don't". The genins taking the test had to choose to even bother to try to answer the question or not. If you tried to answer it and get it wrong, you can never become a chunin again but if you chicken out and don't want to take the question, you can try again next time. The tenth question was to only intimidate the genins whereas the actual purpose was to test their courage and trust in themselves...

Whoever accepts to take on the tenth question passes. In other words if you choose to take the question you automatically pass.Other than that there really is no tenth question.

I think the 10th question was if they chose to stay and accept any question that would come to them instead of drop out.
(thats the way i interpreted it anyway)

it was if they were willing to risk never being able to be chunnin again.....there wasn't really a question. it was more about how brave they were.
