Simply because tourism is one of the 3 major sources of foreign currency resources of Egypt along with Suez canal and the remittances of egyptians working abroad. Tourism is also of critical importance to the employment, egypt has an high unemployment rate and tourism is a labor intensive industry. Last but not least, the contribution of tourist industry to ancillary services such as restaurants, pubs, gifts etc. Tourists buy such stuff and this means these outlets survive and profit from the tourists.
