PCGS has an online price guide for accurately-graded certified coins at www.pcgs.com/prices/. Also,one of the best places to get a general valuation of any US coin is the Guidebook of United States coins. It is usually called the "Redbook". It is also an excellent way to identify any coins that you do not know about. Both of these sources have relatively accurate retail prices for reference.

I would have to say no. At least I never found one. There are dealers selling coins, but no free place to look them up. Coin Wold Coin Values is on line, but you have to pay to join. Numismatic News has one now too, but it will cost you. Better off getting a book on grading and pick up a magazine on coin prices. Coin worlds site is www.CoinValuesOnline.com and the other one is www.numismaticnews.net Dealers use the coin dealers newsletter, but that can get expensive for a years subscription. I send away for the sample copies four times a year to keep me updated to what dealers are paying or biding. It has no grading info on how to grade. They expect if you sell coins you know how too.
