Looking purely at blues, it is largely a matter of personal taste, but my favourites are Johnny Mars and Sonny Terry.
However, looking at chromatic harmonica players, Toots Tielemans version of 'Georgia on My Mind' is absolutely breathtaking, with some of the best blues licks I have ever heard.

Holy cows! How can anyone answer this? It's so subjective and there are so many great players. The one that comes to mind is the guy from Blues Traveler-John Popper.
