It's Gekko Hayate..
Hayate Gekko (月光 ハヤテ, Gekkō Hayate?) was the examiner of the preliminary third portion of the Chunin exams. At first sight, Hayate appears to not be in the best of health, with a chronic cough and bags under his eyes. It is unknown what causes his chronic cough. He seems to be very skilled, as Baki commented that his skills were very advanced for his age.
Hayate was the first to discover the truth behind the secret invasion plan between the Sound and the Sand - as he was discovered eavesdropping on a conversation between Baki (of the Sand) and Kabuto Yakushi (of the Sound), Hayate was unfortunately killed by Baki.
Hayate's lover, Yugao Uzuki, swore that she would avenge his death - which will prove difficult as his killer Baki is now their ally.

Do you mean Hayate Gekko? He was the examiner for the preliminaries. He was also the first one to discover the truth about the invasion plan between the sand and the sound. (from a conversation between kabuto and baki) Baki unfortunatly killed him.

I can't remember his name, but I know that he was the proctor for the third exam.
