We went to a hockey game last night and tried to figure it out. Does the venue melt the ice after every game? Is there some kind of overlay that is placed over the concrete that makes the ice white and has all the ice hockey markings on it? What happens to all the ice when an arena is converted back to a concert?

No the ice is the base surface of entertainment. They have 2 platforms to put on top the basketball court and a platform for concerts, wrestling, ect... It takes just a few hours for a good experienced to change it over. They do not melt the ice just place the surface on top. In rare occurrences it will leak. I used to see it happen once every couple of years at the Boston Garden for a Celtics game.

At the American Airlines Center where the Dallas Stars and Dallas Mavericks play I have actually seen them do this procedure its actually quite cool. The first thing that they do is take down the boards and glass around the hockey rink. Then they put a hard plastic covering over the ice, then they assemble the basketball court by locking the hardwood together in sections. This isn't very good for the ice and you will notice that on nights at a hockey game following a basketball game the ice is very chippy and the puck bounces and the skaters have to adjust accordingly. The best ice in the NHL is in hockey only arenas but you have to take what you can get.

The AAC in Dallas is a great example of this. They ice is actually the base. For basketball games, they just put the floor over the ice (I would imagine with some layers in between). The Stars and the Mavs play at AAC. If you'll notice during Mavs' games, they'll have people with mops, who come and wipe down the floor during timeouts/commercials/etc. It's because the ice is causing condensation on the floor, so they have to wipe it up to keep the floor dry. That's also another reason it's always so cold there!!

In January of 2006, the AAC hosted both a Stars' game & a Mavs' game in the same day. Here's the link to the timeline and how they did it so quickly, along with some interesting facts:

Most locations have multiple events. Here at the Verizon Center, you can have a Pro Basketball game one day and A Professional Hockey game the next day. The Basketball flooring is just placed over top of the ice, then removed to get it ready for hockey.

They cover up the ice with insulated boards that hook together, and then they put the wood floor for basketball together which is in pieces on top of the insulated floor, and then the extra seats are added for basketball games.
I was also going to add to Hockey Freak's answer. I know that the ice comes off for the circus at the RBC because they need to hook equiptment into the floor, and I think its comes off when they do motorcross shows and they need to haul in dirt. And its off all summer. Otherwise, they just put the insulated floor on top of the ice and put whatever equiptment they needed on the floor.

At the RBC center there is only one time of the year when the ice is taken off. It is when the circus comes, because of the horse with the big hoofs and the elephants. But for the basketball games, they put down these black squares on the ice, i dont know what they are called, but after that they put the boards down and they put the basketball goals up.

The ice is always there, They have floor tray systems that go over the ice for other events.
I believe the markings are under the ice.

when it is not hockey season they let the ice melt take the boards away and carefull place wooden squres to form a basketball court
