that means that you are back with your person butt itz may not be official until you give an answer to weather or not you want to be with this person or weather the person is with you or not yet.....................................................

I think it really means that some things (enough to earn the 'technically' modifier) are as if a couple is together, but not all things.
Example: Two people are again living together and sharing a checking account, but both have outside love interests.

It means a couple is trying to give their relationship another shot; however, there's a good chance it won't work out.
