Breasts are primarily fat cells (tissue) with a hormonal influence that will make them change as you grow, become pregnant, breast feed and as you gain or lose weight as well. In pregnancy related periods, the appearance in size can increase or decrease. Look to female members of your family, esp. moms and grandmoms-aunts as well, to get an idea.
At 19, breast tissue could continue to develop for a short period. Real growth is pretty much over by this age so any changes are not likely to be significant.
I don't think there's any real way to increase breast size without taking hormones or having a surgical procedure such as implantation.
One way to increase the appearance of the size of breasts is to exercise the pectoral muscles-these muscles are located approximately beneath the breast areas. More toned muscles can give a lift to breasts but the actual breast size will not change. Of course, there is no guarantee, but a woman would likely look better and feel better with exercise.

Hi, I wanted to tell you about my experience with the CurvyBust cream. I'm 24 years old and I've spent pretty much my whole life wishing I had slightly larger breasts. I'm normally a size A, I'd love to be a size B, especially when I wear certain kinds of low cut tops. I have a good figure, and I like what I have, but every now and then I would like a little bit more. Even if I had the money, (which I don't because I am a college student with loans to pay off), I would never consider going under the knife just to go up 1 cup size. So that's been my dilemma.
I found out about curvybust cream when I was flipping through (Yahoo Answers). To be honest with you, I'm not the type of girl who would consider spending money on a cream that promises to increase breast size. It just seems like an impossible thing to claim. But there were three reasons that I decided to go for it:
1) I contacted them via their website because I had a question about the cream being OK for sensitive skin (which it is, because it is made of natural botanical ingredients.)
2) I was really impressed by their customer service and willingness to explain everything to me. 3) They offered me a free 12 day supply with no obligation, (I just had to pay the shipping costs- I wasn't too thrilled with that but it was still worth it to get the free product).
Well, it's actually working! There is a noticeable difference in the size of my breasts! It's only been 10 days, and they say that the true final results won't appear until about the 4-6 month time frame, but based on what I can see, (and what my boyfriend can feel) there's definitely a difference. My breasts are standing out more, and they are fuller and rounder. Sometimes I am able to go out without a bra, now I can't. And I have a feeling that I might have to actually buy new bras if the growth continues. I'm looking forward to seeing how the next month goes. There might actually be a size B in my future! Woohoo!

I think women start when they're 12 - 13, and breasts usually stop growing at age 17 - 18. So you can probably expect to see some changes soon, but your breasts might keep growing for about 5 years.

They grow into adult hood. Which is just about your age. If you have children they get larger because of milk. Not always do they stay the size they are now. Weight has some to do with it also. As you age they don't really grow gravity just pulls them down. There are some exercises but it won't take you up anymore then 1/2 cup size. This is not the answer you wanted. Sorry.

they stop growing at 19 (at the most) or if you get pregnat they will grow and sometimes stay but sometimes they go back to normal. when my sister had a baby she went from a D to a DD. Some people never grow after a year after their period.

There are many factors that influence growth of breasts. These include nutrition and genetics, both because of hormone stimulation. Breast growth is one of the important things that happens during puberty. The pubertal hormones produced by the pituitary gland (located in the brain and responsible for producing a variety of hormones), play a critical role. One of the earliest signs that puberty has begun is enlargement of the breasts as a result of increased production of ovarian estrogen stimulated by these pituitary hormones. Boys also often experience breast enlargement during the early stages of their pubertal growth spurt, but their breasts usually shrink in size after one or two years.
As long as estrogen continues to be secreted in females, breasts will grow and/or maintain their size. Breasts may also enlarge slightly in women taking birth control pills or, after menopause, estrogen-replacement pills. Naturally, breasts enlarge during pregnancy as a result of marked increase in estrogen secretion. Girls with poor diets and weight loss may notice that their breasts get smaller. If these girls improved their nutrition, their breasts would enlarge to their previous size.
When Should A Girl’s Breasts Start Growing?
Girls often worry when they notice that their friends' breasts are enlarging and theirs are not. It is important to understand that there is a lot of variation in the normal timing of breast growth. For example, it is normal for breasts to start growing as early as nine years of age and it is also normal if they do not begin growing until 14 years of age. In general, a girl will experience breast growth within one year of the time her mother first noticed her own breasts growing (timing is even closer among sisters). It may be very interesting and helpful to discuss this with them. Most women remember how old they were when they first wore a bra, just as they remember their age at their first menstrual period. These two events are closely related with breast growth generally beginning about a year before menses. Because nutrition, exercise, and health (both physical and emotional) can all affect hormone levels, family history of timing of breast growth (and menses) provides only a rough guess about when it will actually begin. Another thing that girls should know about their breast growth is that it is not always the same for both breasts. This should not be cause for worry because there is usually catch-up by the time breasts are fully grown, which can take a few years. In many girls, however, one breast remains slightly larger than the other. This is rarely noticeable to anyone else!
How Big Should Breasts Be?
There is no good answer to this question, as we all come in different sizes. Some of us are tall and some short. Similarly, some girls have large, medium, or small breasts. Nonetheless, many girls are unhappy because they think their breasts are too small or too large. Attitudes about breast size are often influenced by fashions. In the Flapper days (1920s), it was considered desirable to have small breasts, as was the case in the l960s when fashion models began to look emaciated. With the arrival of the Wonder Bra, it again became fashionable to have larger breasts. From a health perspective, there is no ideal breast size. Breast size bears no relationship to breast cancer or ability to nurse an infant. There are surgical procedures available to increase or decrease the size of breasts. These are major operations and they should not be entered into without considerable thought and extensive information, as they have possible serious drawbacks and complications. Padded bras are safer alternatives for those who want their breasts to appear larger. Also remember that you have time on your side as breasts continue to grow, especially during puberty and pregnancy. Improving nutrition may also contribute to increased breast volume.

I think rubbing them will help.
Ask your boyfriend to help.
But don't worry right now. They will grow and then you will wish you had not wanted them to grow so big.
