Africa...no question.
The USA only look after themselves.
The US doesn't give aid so much as cynically uses it's wealth to 'buy' global political advantage. It's never some altruistic humanitarian reason, they always demand something in return.

Africa, because they need it more. USA is a rich country, they don't need help from outside. I am European, but I would also rather help the earthquake victims in Africa than in Europe because Europe is also rich.
Edit: The answers here are the reason why I would help the people in Africa. Most of Americans here say they would help in their country first and there are lots and lots of Americans who have money and will help the people in their own country. So my help is not needed anymore. The people in Africa actually do not get the help they need and that is why I help them. By the way it's not just that I would help them if there was an earthquake. I do donate money for Africa for the reasons that I explained.

I would help the one in Africa. Since i'm neither American nor African I would help the one with the greater need for help.
I assume you are an American writing a question for Americans. I think America should help its own first in this case but it is very good that America helps others in the world. Don't be mad at your government for doing this.

I only remember one bad quake in Africa. In Agadir (Morocco), about 1960.
And USA had one in San F 1906, but they are overdue for the big east coast one.

That is a very loaded question. Being in America I would help myself and others in my country in need, but being an American it is our responsibilty (whether we want it or not) to help others. I would hope that the other countries would step in to help with Africa while we helped ourself.

what kind of question is this??? for sure Northamericans will be the most helped, you know why? because when something happens in a poor country, nobody knows about it. But I will help the one who needs it the most.
