I have a sapphire game and a friend of mine says that you have to beat the pokémon league and wait one hundred hours. Then you have to go to the Mossdeep Space Center and some guy will take you up to space. However, I have tried this and no avail. Can somebody help me because I am THIS close to completing my pokédex!

As described by those whom answered this question before me, the story about going to the Mossdeep Space Center is bogus. There is no significance of the Space Center in terms of the storyline of the game.
The only way to obtain Jirachi (at least, without using a cheating device), was through pre-ordering Pokemon Colosseum and receiving the Bonus Disc that allowed you to download Jirachi from the disk (which is used on a GameCube) to your Game Boy Advance through a GameCube-Game Boy Advance game link cable.

I think (but you might want to check this) that Jirachi is only available via special download at pokemon events and will not appear in the game of it's own accord.

Your friend is a liar the only way you will ever catch Jirachii is buy gameshark (or other cheating devices).
