Tradition - if you want passionate fans and an electric atmosphere, you go to UNC or Duke or Kentucky for basketball. Michigan will never match these schools' basketball intensities, but a Kentucky home game will never match Ohio State / Michigan at the big house. Kids want that feeling that the stadium is about to explode.
Money - It would take a huge amout of money for one school to build a basketball arena like Rupp Arena and a football stadium like Ohio State or Michigan have.

Tradition. The best football players want to go to colleges with a great football tradition like Michigan, Ohio State, Miami, FSU, etc.
Great basketball players do the same at Kentucky, Duke, NC, etc.
Some schools do have two great programs, like Michigan, but very few.

Just that there phenomenally basketball schools with rich tradition in basketball. These school basketball programs produce so much revenue for the school and states that football is on the back burner.

It has a lot to do with how much money is budgeted for each program. Some schools put more in to one sport and not the others.

THE TRADITION OF THE SCHOOL SPORTS. IF YOU WANNA GO TO A FOOTBALL POWERHOUSE, THEN YOU'D GO TO A FLORIDA STATE, FLORIDA, OKLAHOMA, USC OR SOMETHING. BUT IF YOU CHOOSE TO GO TO A BASKETBALL POWER, THEN YOU'D GO TO A UNC OR DUKE. ALSO, CERTAIN SCHOOLS ATHLETIC PROGRAMS ARE FOCUSED ON OTHER THINGS.
